How reminders successfully allowed seniors to save on their water bills

Intervention Description

The City of Philadelphia aimed to increase the amount of low-income seniors who apply for a discount on water bills they are entitled to. Over 6,000 seniors already enrolled in a discount program were contacted with letters, postcards, and calls. Each contained messages directed at reminding seniors of how much they were losing by not applying. The application was also streamlined to make it easier to apply for the discount. All treatments were successful in increasing information requests from seniors.
