Supporting strategic investment decisions through behavioral analysis and preference modelling
Canada’s National Research Council (NRC) is the country’s largest federal research body, publishing hundreds of research papers each year. In 2020, they conducted a major review of their approximately 150 research institutions.
NRC took an evidence-based approach, evaluating each facility along 11 strategic dimensions. However, with this quantity of information, individual decision-making becomes convoluted, ineffective, and prone to bias. A strategy was needed to integrate the findings of many reviews into a more cognitively tractable indicator, to facilitate institutional decision-making.
NRC approached TDL to distill the findings of facility reviews into an NRC-wide prioritization plan, and to facilitate more constructive discussions about strategy among senior stakeholders.
