Using evidence to inform decision-making is a complex practice, but when done right it can help governments to deliver meaningfully better outcomes for citizens. The International Network for Government Science Advice (INGSA) works to enhance the science–policy interface worldwide by fostering discussions and collaborations between individuals as well as institutions.
In 2018, it was announced that a regional INGSA chapter for North America would be established under the leadership of the Chief Scientist of Québec.

TDL was approached by Les Fonds de recherche du Québec (FRQ) for support in clarifying the specific objectives and strategy of the North American chapter, as well as how to implement this strategy.
